  17. <p>     The call from the Bush Administration last summer was
  18. tantalizing. Would you be interested, Federal Judge Ricardo
  19. Hinojosa was asked, in a promotion to the federal appeals bench?
  20. Hinojosa declined but allowed that he would accept an
  21. ambassadorship instead. Dumbfounded, his caller noted that the
  22. President might have more in mind for his old Texas friend.
  23. Hinojosa didn't take the hint. Thus when Thurgood Marshall
  24. retired, Bush apparently didn't feel he could name the
  25. Brownsville judge as the first Hispanic on the Supreme Court.
  26. "If I were him," says a senior White House official, "I'd be
  27. kicking myself right now."
